Minutes for the Meeting of the Board of Mayor and Aldermen

August 28, 2023, 6:00 PM

Harrogate City Hall, 138 Harrogate Crossing

Mayor Poore called the meeting to order at 6:00 PM, followed by the invocation led by Alderman Randy Burchette and the pledge to the flag.

COMMUNICATIONS FROM THE MAYOR:

-Mayor Poore gave the bid opening results for the CDBG – The only bid received was for $1,088,738 from Horizon underground, LLC. No action can be taken until the city gets State approval

-A Proclamation was presented to Harrogate’s senior citizens recognizing August 21, 2023 as “National Senior Citizens Day”

-The city is applying for a tourism grant to purchase lighting for the parks, and might be Spring of 2024 before we know if we get approved

-The city attorney will be following up on an agreement between the city and Norfolk Southern Railway

-Action needed for city owned property located in the Industrial Park known as the “brush pit” to be advertised for sale

Mayor Poore wants to discuss updating the sewer system at the next workshop

Staff will contact John Allen to see if he can attend.

New sewer pumps are needed for upgrades to pump stations. Mayor Poore called for a motion to advertise for bids once we get the specs

PARKS AND RECREATION:

Staff will order an ADA portable restroom for the old little league park

FIRE DEPARTMENT REPORT:

Chief Cupp reported 8 calls in July

6 sets of gear should be delivered within the month

Estimate of $1000 to repair waterway on Ladder-10

BOOK STATION REPORT:

Director Ramsey wanted to have the weeping cherry tree trimmed back so the grass won’t grow so thick underneath it. Staff is to get a product from the Co-op to spray.

REPORT FROM BUILDING OFFICIAL:

Mr. Laws reported that he has ongoing inspections.

The garage building on Rhodes Lane that was previously condemned still has someone living in it.

No court until October

MUNICIPAL COURT:

Recall on 344 Forge Ridge Road

PLANNING AND ZONING COMMISSION:

P&Z Committee had Walter Brooks ask about a variance for putting a duplex on part of his land that is located under power lines. PVEC will need to approve.

NEW BUSINESS:

Resolution #154 authorizing the submission of a 2023 tourism enhancement grant program

application to fund tourism (5% Local Match, $5000 for the $100K grant for a total of $105K)

 Communications from the Mayor:

  • Mayor Poore met with Mitch Loomis, of ETDD, about an ARC infrastructure grant to help the city put in new sewer lines and rebuild the HY Livesay pump station
  • The CDBG project may have to be abandoned due to the extremely high bid that came in based on the amount of rock in the project area. The bid that came in was double the grant amount awarded. The grant can be turned in and we can reapply for another project when the next CDBG round opens.
  • The city’s TDEC ARPA project can’t begin until the approved grant funding is released.

Superior will be doing the striping needed for the city. Staff will let them know where.

PARKS AND RECREATION:

The Board discussed renaming the old Harrogate Little League Park. Dr. George Day and A resolution will be ready next month to make it officially the Day-Pendleton Field. Other discussion was how to alleviate overrun parking. Board members will research to see if there are other available options.

PUBLIC FORUM: 

James Schenkenfelder reported parking violations were still ongoing at the walking trail on Nettleton.  Deputies will be sent to patrol it.  Mr. Schenkenfelder also reported potholes on Bower St. possibly exposing a sewer line, and kudzu needs cutting back on the greenway trail outside the tunnel. Mayor Poore asked maintenance staff to check it all out.
